In this paper, in line with the general framework of value-sensitive design, we aim to operationalize the general concept of “Meaningful Human Control” in order to pave the way for its translation into more specific design requirements. In particular, we focus on the operationalization of the first of the two conditions investigated: the so-called ‘tracking’ condition. Our investigation is led in relation to one specific subcase of automated system: dual-mode driving systems. First, we connect and compare meaningful human control with (...) a concept of control very popular in engineering and traffic psychology, and we explain to what extent tracking resembles and differs from it. This will help clarifying the extent to which the idea of meaningful human control is connected to, but also goes beyond, current notions of control in engineering and psychology. Second, we take the systematic analysis of practical reasoning as traditionally presented in the philosophy of human action and we adapt it to offer a general framework where different types of reasons and agents are identified according to their relation to an automated system’s behaviour. This framework is meant to help explaining what reasons and what agents play a role in controlling a given system, thereby enabling policy makers to produce usable guidelines and engineers to design systems that properly respond to selected human reasons. In the final part, we discuss a practical example of how our framework could be employed in designing automated driving systems. (shrink)

C'est le contraire qui se (...) produit. C'est de nous et donc à nous qu'Aron parle encore. À travers la forme politique propre à l'Europe, la journée d'études du 7 juin 2011, dont est issu cet ouvrage, s'était proposée de dégager la science politique que Raymond Aron nous lègue pour mieux comprendre la condition humaine et la situation présente des pays européens. Any theory of information needs to comply with what we call the implementation, formalization, and representation constraints. These constraints are justified by basic considerations concerning scientific modelling and methodology. In the first part of this paper, we argue that the implementation and formalization constraints cannot be satisfied because the relation between Shannon information and IIT must be clarified. In the second part of the paper, we focus on the representation constraint. We argue that IIT cannot succeed in satisfying this constraint (...) for semantic contents without offering models for concepts, conceptual roles, and context sensitivity. In the final part of the paper, further complications are raised with respect to the distinction between consciousness and attention, which apply more specifically to the representation constraint. We conclude with some recommendations as to how IIT may succeed in solving these problems, highlighting the advantages and enormous potential of IIT as a scientific theory. (shrink)

The notion of “responsibility gap” with artificial intelligence (AI) was originally introduced in the philosophical debate to indicate the concern that “learning automata” may make more difficult or impossible to attribute moral culpability to persons for untoward events. Building on literature in moral and legal philosophy, and ethics of technology, the paper proposes a broader and more comprehensive analysis of the responsibility gap. The responsibility gap, it is argued, is not one problem but a set of at least four interconnected (...) problems – gaps in culpability, moral and public accountability, active responsibility—caused by different sources, some technical, other organisational, legal, ethical, and societal. Responsibility gaps may also happen with non-learning systems. The paper clarifies which aspect of AI may cause which gap in which form of responsibility, and why each of these gaps matter. It proposes a critical review of partial and non-satisfactory attempts to address the responsibility gap: those which present it as a new and intractable problem (“fatalism”), those which dismiss it as a false problem (“deflationism”), and those which reduce it to only one of its dimensions or sources and/or present it as a problem that can be solved by simply introducing new technical and/or legal tools (“solutionism”). The paper also outlines a more comprehensive approach to address the responsibility gaps with AI in their entirety, based on the idea of designing socio-technical systems for “meaningful human control", that is systems aligned with the relevant human reasons and capacities. In this paper, we defend two claims. First, we argue that a notion of contextuality that has been formalized in physics and psychology is applicable to linguistic contexts. Second, we propose that this formal apparatus is philosophically significant for the epistemology of language because it imposes homogeneous rational constraints on speakers. We propose a Contextuality Principle that explains and articulates these two claims. This principle states that speakers update contextual information by significantly reducing the space of probabilities and variables in (...) a non-commutative way. Some contexts affect other contexts not merely in terms of the information they contain, but also on the basis of their sequential order. In particular, we argue that the Contextuality by Default (CBD) theory provides a formalism that helps explain the role of contextuality in rational linguistic exchanges. (shrink)

The aim of the study was to assess the effects of visual aesthetic perception on event-related potentials . Eight subjects assigned an aesthetic judgment and a 10-step beauty estimation to the target stimuli, consisting of famous artistic pictures and geometric shapes. In a further task, the subjects performed a motor response to the previously judged pictures and geometric shapes. ERPs were recorded through 54 scalp electrodes during both tasks. The P3b amplitude was increased during the categorization of the geometric shapes (...) compared to the artistic figures and during the vision of the beautiful targets preceding the motor response. The categorization of the aesthetic qualities of geometrical shapes seems to induce a higher level of attention, while a higher arousal variation was elicited by the recognition of beauty, in any form that was presented. This edited volume examines aspects of the mind/consciousness that are relevant to the interpretations of quantum mechanics. In it, an international group of contributors focus on the possible connections between quantum mechanics and consciousness. They look at how consciousness can help us with quantum mechanics as well as how quantum mechanics can contribute to our understanding of consciousness. For example, what do different interpretations aimed at solving the measurement problem in quantum mechanics tell us about the nature of consciousness, such (...) as von Neumann's interpretation? Each interpretation has, associated to it, a corresponding metaphysical framework that helps us think about possible “models” of consciousness. Alternatively, what does the nature of consciousness tell us about the role of the observer and time reversibility in the measurement process? The book features 20 papers on contemporary approaches to quanta and mind. It brings together the work of scholars from different disciplines with diverse views on the connections between quanta and mind, ranging from those who are supportive of a link between consciousness and quantum physics to those who are very skeptical of such link. Coverage includes such topics as free will in a quantum world, contextuality and causality, mind and matter interaction, quantum panpsychism, the quantum and quantum-like brain, and the role of time in brain-mind dynamics. Integrated Information Theory (IIT) is one of the most influential theories of consciousness, mainly due to its claim of mathematically formalizing consciousness in a measurable way. However, the theory, as it is formulated, does not account for contextual observations that are crucial for understanding consciousness. Here we put forth three possible difficulties for its current version, which could be interpreted as a trilemma. Either consciousness is contextual or not. If contextual, either IIT needs revisions to its axioms to include contextuality, (...) or it is inconsistent. If consciousness is not contextual, then IIT faces an empirical challenge. Therefore, we argue that IIT in its current version is inadequate. (shrink)

The connection between quantum physics and the mind has been debated for almost a hundred years. There are several proposals as to how quantum effects might be relevant to understanding consciousness, including von Neumann’s Consciousness Causes Collapse interpretation (CCC), Penrose’s Orchestrated objective reduction (Orch OR), Atmanspacher quantum emergence theory, or Vitiello’s field theory. In this paper, we examine the CCC, in particular Stapp’s theory of interaction of mind and matter, and discuss how this imposes constraints to possible brain structures. The urban traffic environment is characterized by the presence of a highly differentiated pool of users, including vulnerable ones. This makes vehicle automation particularly difficult to implement, as a safe coordination among those users is hard to achieve in such an open scenario. Different strategies have been proposed to address these coordination issues, but all of them have been found to be costly for they negatively affect a range of human values (e.g. safety, democracy, accountability…). In this paper, we claim (...) that the negative value impacts entailed by each of these strategies can be interpreted as lack of what we call Meaningful Human Control over different parts of a sociotechnical system. We argue that Meaningful Human Control theory provides the conceptual tools to reduce those unwanted consequences, and show how “designing for meaningful human control” constitutes a valid strategy to address coordination issues. Furthermore, we showcase a possible application of this framework in a highly dynamic urban scenario, aiming to safeguard important values such as safety, democracy, individual autonomy, and accountability. Our meaningful human control framework offers a perspective on coordination issues that allows to keep human actors in control while minimizing the active, operational role of the drivers. This approach makes ultimately possible to promote a safe and responsible transition to full automation. (shrink)

In juxtaposition with the myth and tragedy of Ovid’s Medea, this paper investigates the possibility within the Kantian conception of agency of understanding moral evil as acting against one’s better judgment. It defends the thesis that in Kant self-deception, i. e. the intentional untruthfulness to oneself, provides the fundamental structure for choosing against the moral law. I argue that, as Kant’s thought progresses, self-deception slowly proceeds to become the paradigmatic case of moral evil. This is discussed with regard to two (...) important topics in his later moral philosophy: the doctrine of radical evil and the crucial role of the duty of truthfulness in ethics. The inquiry into Kant’s theory of conscience unfolds both against this theoretical background and in light of its historical roots in the polemic against casuistry and probabilism. This contribution closes with a brief look at the tools Kant implements to counter this tendency to self-deception in moral judgment and particularly at the role casuistry plays within his conception of moral education. The paper presents a framework to realise “meaningful human control” over Automated Driving Systems. The framework is based on an original synthesis of the results of the multidisciplinary research project “Meaningful Human Control over Automated Driving Systems” lead by a team of engineers, philosophers, and psychologists at Delft University of the Technology from 2017 to 2021. Meaningful human control aims at protecting safety and reducing responsibility gaps. The framework is based on the core assumption that human persons and institutions, not (...) hardware and software and their algorithms, should remain ultimately—though not necessarily directly—in control of, and thus morally responsible for, the potentially dangerous operation of driving in mixed traffic. We propose an Automated Driving System to be under meaningful human control if it behaves according to the relevant reasons of the relevant human actors (tracking), and that any potentially dangerous event can be related to a human actor (tracing). We operationalise the requirements for meaningful human control through multidisciplinary work in philosophy, behavioural psychology and traffic engineering. The tracking condition is operationalised via a proximal scale of reasons and the tracing condition via an evaluation cascade table. We review the implications and requirements for the behaviour and skills of human actors, in particular related to supervisory control and driver education. We show how the evaluation cascade table can be applied in concrete engineering use cases in combination with the definition of core components to expose deficiencies in traceability, thereby avoiding so-called responsibility gaps. Future research directions are proposed to expand the philosophical framework and use cases, supervisory control and driver education, real-world pilots and institutional embedding. (shrink)

ABSTRACT This article analyses the abbé de Saint-Pierre as a mediator of ideas between France and England. The political proposal of the Projet pour rendre la paix perpétuelle en Europe circulated in Great Britain just before the signing of the peace treaties of Utrecht and Aachen, attesting the influence that Saint-Pierre’s proposal exerted on British thought and politics. The abbé was engaged in dialogue with Quaker pacifists and, in particular, with the projects put forward by William Penn and John Bellers, (...) both theorists of a ‘European State’. After examining the relationship between Penn’s Essay and Saint-Pierre’s ideas, the article will demonstrate how elements of Bellers’s Some Reasons found their way into the Projet with numerous convergences of lexicon and content suggesting that the abbé had drawn inspiration from Bellers. Quaker ideas on politics had a greater effect on Saint-Pierre’s conception of peace and international relations than is commonly recognized. In fact, there was a constant intellectual exchange between the abbé and British political, economic and philosophical thought. (shrink)

What does Kant mean when he claims that a moral conflict is only possible as a conflict between obligating reasons (rationes obligandi)? How does this differ from a conflict of duties? And how does Kant’s idea relate to the understandings of moral conflict prevalent in his time? This paper distinguishes three influential traditional models (as represented by Wolff, Baumgarten, and Jesuit casuistry) for a comparison with Kant’s own conception of moral conflict. Before investigating these issues more deeply, the paper discusses (...) a preliminary point regarding the liminal localization of the moral conflict between the domains of theory and practice. As a result, its solution depends both on the consistency of the moral theory and on the agent’s conscientiousness in the practice of moral judgment. (shrink)

This article presents what I call the Central Normative Proposal of Luis Villoro. This proposal is based on an interpretation of the principle of non-exclusion in ethics and epistemology. The core argument of the paper is based on a linguistic analogy that demonstrates the importance of reasonable communication for non-exclusion in epistemology, which is assumed in various theses of Villoro. A consequence of this analogy for non-exclusion in ethics is that Villoro defends basing what is reasonable on the concrete possibilities (...) of mutual understanding, starting with asymmetries and injustices that are obfuscated or eliminated in a contractualist analysis, or one that begins with strictly egalitarian principles. This criticism is compatible with egalitarian views, but it assumes a radically different point of departure. Although various theses by Villoro are compatible with egalitarian notions, given this point of departure based on asymmetries of power his proposal should be understood based on our cognitive capacities to understand and appreciate such asymmetries. For this reason, the paper concludes with an analysis of the notion of reasonableness, which under my interpretation Villoro defines in terms of our capacities for attention, that are not reducible to beliefs or systems of beliefs. In this way, the Central Normative Proposal of Villoro depends on the convergence between truth and the dignity of the members of communities in which as matter-of-fact asymmetries exist and must be eliminated through concrete communicative efforts. It is argued that, of the three distinct approaches usually adhered to in discussions of this controversy, none will produce an adequate reconstruction of the episode. The philosophical-methodological type of approach leads to a glossing over of the intricacies of deductive and inductive procedures inhering in the writings of both antagonists (§ 1). The metaphysical approach leads to oversimplification as to the thinking of either scientist on the problem of the continuous or discontinuous character of Nature(§ 2). The epistemological (theory (...) of knowledge) type of approach, finally, leads authors to posit a Linnaean realism vs. a Buffonian nominalism, whereas the true position was much more complex than what transpires(§ 3). The paper proceeds, therefore, to provide a novel reconstruction of this wellknown controversy (§ 4-5), concentrating on the differing choices made by the two naturalists in their work of botanical or zoological classification : thus seeking to show that the clash came about because Buffon rejected the rigid principle of character subordination put forward by Linnaeus, and, on a more general level, because the two protagonists were proceeding from deeply diverging views of what natural history, and what the naturalist's function, should be. Cette recherche est une analyse rétrospective de la notion de vinculum chez Giordano Bruno, des derniers traités magiques jusqu’aux dialogues italiens. À partir de cette comparaison interne à la pensée brunienne, on peut observer la torsion à laquelle Bruno soumet la réflexion magique en la naturalisant et en la libérant de sa dimension occulte, pour la faire rentrer dans la structure ontologique et physique déjà élaborée dans les premiers ouvrages. Cette opération permet d’émanciper la notion brunienne de vinculum d’une interprétation (...) exclusivement magico-hermétique, ainsi que de clarifier son rapport avec cette tradition. On constate ainsi comment la notion de vinculum ne parvient pas à Bruno exclusivement par ses sources magiques, en particulier Ficin et Agrippa, mais aussi à travers les références à cette même notion dans la définition théologique thomiste du dogme trinitaire, dans sa réfutation du trinitarisme et du Saint-Esprit comme lien ou vinculum amoris entre le Père et le Fils. Cette relation est transposée du lien théologique entre Père et Fils au lien naturel qui unit le Dieu/Un à l’univers engendré et non plus créé. (shrink)

El artículo examina un episodio curioso, ocurrido en las relaciones de Galileo Galilei y de su amigo Giovanfrancesco Sagredo -el destacado personaje del Diálogo sobre los dos máximos sistemas del mundo- con el filósofo aristotélico Cesare Cremonini. Estando todavía de profesor en Padua, Galilei entrega al colega y amigo Cremonini, en forma de préstamo, la cuantiosa suma de cuatrocientos ducados. Al trasladarse de Padua a Florencia, el científico confía a Sagredo la tarea de recuperar el dinero prestado. Las cartas numerosas (...) que Sagredo dirigiera a Galilei a tal propósito, nos informan que la cancelación total del préstamo tardó nueve años (1619), gracias a las reiteradas intromisiones del patricio veneciano. Es opinión común de los historiadores, que la tardanza fue causada simplemente por la morosidad y la mala conducta seguida por Cremonini. El autor, en cambio, sugiere una interpretación diferente de los hechos; al tomar en cuenta, de un lado, la presencia de factores financieros que hicieron subir el costo de la deuda; del otro, la forma agresiva con que Sagredo llevó adelante el cuidado de los intereses de Galilei, hasta el extremo de levantar en Cremonini la sospecha de ser objeto de maniobras usureras. Trotz der Hinweise an wichtigen Stellen in Kants Schriften richtet die Kantforschung ihre Aufmerksamkeit nur selten auf die Jahrhunderte währende Tradition der Kasuistik und den Begriff des Gewissens, der in ihrem Rahmen ausgearbeitet wird. Eingehend untersucht wird in diesem Buch insbesondere der Zeitabschnitt von Pascals "Briefen in die Provinz" bis zu Kants eigener Kritik des Probabilismus und seinem Entwurf einer Kasuistik als Teil der ethischen Methodenlehre.

Se examina la defensa que de la filosofía en cuanto episteme, elaboró el aristotélico renacentista Cesare Cremonini (1550-1 631), al introducir el curso de lecciones sobre la Física de Aristóteles, según la redacci6n todavía inédita del Ms.200-2 de la Biblioteca Universitaria de Padua. Mediante un topos ya clásico, y actual, los temas en discusión son además de la falta de certitudo y la inconsistencia veritativa que afectan las conclusiones de la filosofía de la naturaleza, la inutilidad e incluso la peligrosidad (...) que, desde el punto de vista ético- político, parecen descalificar la labor del filósofo ociosamente levantar sospechas y alarma. La interpretación de la réplica cremoniniana intenta establecer conexiones entre el perfil conceptual de los argumentos esgrimidos, y algunos episodios de la biografía intelectual y académica de Crernonini sin dejar de tomar en cuenca las implicaciones políticas que pueden derivarse, en perspectiva histórica, del amplio debate que caracterizó la vida académica y cultural del estudio de Padua y de la república veneciana, durante la segunda mitad del siglo XVI.The defence of philosophy as episteme is examined, as elaborated by Renaissance Aristotelian philosopher Cesare Cremonini (1550 - 1 631) in his as yet unpublished manuscript numbered 200-2 by t he University of Padua. Which purported to be an introduction for a course on Aristotle's Physics. Following a topos both classic and contemporary, the issues arc, in addition to the lack of certitudet and the inconsistency of truth concerning the philosophy of nature. The uselessness and even the ethical-political danger arising from the work of the idle philosopher devoted to the contemplation of truth, whose presence in society may stir suspicion and unrest. The analysis of Cremonini’s arguments intends to establish the connections between the philosopher's views and his own academic and intellectual circumstances. Also the political implications are taken into account that resulted from the wide-range debate typical of academic and cultural life in the Studio of Padua and the Republic of Venice during the second half of the 16th Century. In this paper we consider the prehistory of quantum gravity (1916–1930) from two perspectives. First, we investigate how this research field constituted itself and we propose for the first time a red thread to trace its evolution in this earliest period. Second, we focus on a case study: the earliest work of Léon Rosenfeld. In 1927 he tried to merge wave mechanics with general relativity in the context of a five‐dimensional universe. We describe how Oskar Klein, Louis de Broglie, and (...) Théophile De Donder influenced Rosenfeld's work and analyze how and why Rosenfeld attempted to reconcile Einstein's theory with quantum phenomena. We argue that Rosenfeld investigated for the first time the corrections to a classical space‐time metric generated by a quantum source. As far as we know, Rosenfeld's approach has been largely ignored until today: he himself considered it “an accident.” After having reconsidered its connection with de Broglie's ideas and Rosenfeld's interpretation of the wave function in 1927, we argue that Rosenfeld's work can be interpreted as a first attempt to introduce the pilot‐wave theory in the context of quantum gravity and we infer that this was one of the reasons that ruled it out. ¿Qué tipo de agencia es necesaria para la personalidad jurídica? ¿Cuáles son los requisitos cognitivos y racionales que los sistemas legales asumen acerca de los sujetos de la ley? ¿Cómo es que los seres humanos cumplen con estos requisitos? En trabajo previo (Cáceres y Montemayor, 2016), hemos argumentado que estas preguntas requieren un nuevo acercamiento a la teoría del derecho, basado en hallazgos recientes en ciencia cognitiva, que van más allá de tratamientos teóricos neuro-legales contemporáneos. Aquí construimos sobre esta (...) propuesta, ahora enfocándonos en cuestiones de agencia y normatividad, incluyendo tipos de agencia que son relevantes para la epistemología social. La conclusión principal del artículo es que los muy estrictos requisitos cognitivos que se asumen sobre las capacidades explícitas de racionalidad de los agentes cognitivos, presupuestos por la ley, no sólo son incompatibles con los hallazgos en psicología, sino que un análisis sistemático de la agencia moral y epistémica también es necesario para poder entender la normatividad legal. El argumento principal es que tipos de agencia colectiva, moral y epistémica, difieren de la agencia individual, la cual también debe distinguirse como moral y epistémica. Fundamentalmente, la agencia colectiva difiere de la individual no sólo con base en diferencias con respecto a la racionalidad, sino también con base en los criterios de integración informativa. Varias consecuencias de este análisis son evaluadas, incluyendo aspectos concernientes a integración informativa para juicios y decisiones, comunicación fiable para la agencia epistémica, y la integración de consideraciones morales en el razonamiento jurídico. Una revisión comprensiva de la noción de “autonomía” es justificada por esta propuesta, en parte porque los requisitos comunes para la personalidad y autonomía jurídica son muy demandantes e inadecuados en muchos casos, y en parte porque la agencia colectiva debe tomarse en consideración como un tipo fundamental de agencia legal responsable para procesos de integración informativa. Basándonos en la distinción entre formas epistémicas y morales de razonamiento, explicamos cómo los sistemas legales necesitan de altos niveles de integración cognitiva para la responsabilidad legal a nivel colectivo.
